These locks were the point of diversion for ships on the James River. Because of the shallow depth and rocky bottom of the James as it rounds the Shockoe Bottom area of Richmond, it was necessary for early settlers to construct canals to get boats and ships into the Port of Richmond.
 
Old railroad bridge crossed the canal and brought trains close to the tobacco factories along the strip.
